Offering an impressive list of credentials, she holds the coveted GRI (Graduate, REALTORS Institute) designation, which means she has successfully completed advanced studies in all aspects of listing, selling, investment, legal and creative financing. She also earned the ABR designation (Accredited Buyers Representative). She has been the 1994, 1995 and 2003 St. Thomas Board President and in 1997 she served as the President of the Virgin Island Territorial Association of Realtors.

Jackie’s husband, Terry Mulligan works closely with Jackie in the real estate business, Jackie owned and managed a successful real estate franchise for a number of years, and sold that business in 2009. Then Jackie and a close associate formed Blue Water Realty, which has been highly successful.
When Jackie is not working a real estate deal, she has in the past, operated in a management capacity for the world’s best known & most productive Blue Marlin fishing tournament, the Atlantic Blue Marlin Tournament. For 5 years Jackie served as co-director of the tournament with her long-term business associate, Captain Jimmy Loveland.
Jackie still volunteers for this organization for the past 22 years and counting! In her spare time, Jackie enjoys fishing, diving, boating .
